unable to publish manually paired round

When you pair a round automatically, the top right button changes to “publish” that round’s pairings. You can break pairings and create pairings without affecting this. However, if you choose to delete all pairings for a round in order to pair it fully manually, the button changes back to "pair” the round, making it impossible to “publish”
